Dr. Pedro Noguera says that the students who tend to be victims of disciplinary disparities – those with learning disabilities, those from single-parent households, those in foster care, the homeless, those who qualify for free/reduced lunch and students of color – are the same students who disproportionately under-achieve.  So simply addressing discipline disparities does not go far enough.
